The Chairman is the overall boss in the Local Government He/ She may take different nomenclature: Executive Chairman (elected), Chairman or transitional Chairman (appointed). The Chairman represents the political class and he is aided by his cabinet members (Supervisory Councilors) in a democratic dispensation. In the case of non-elected, the Chairman has transitional members as advisory body. The chairman is responsible for approval of any memorandum being the accounting officer of the Local Government. The chairman works directly with the Head of Local Government Administration (HLGA) and his cabinet. He passes files to the HLGA through his secretary.

The operational and administrative system in the Local Government is centered on the Head of Local Government Administration (HLGA) being the number one career officer in the Local Government, he is undoubtedly the engine room because no file passes in the system without his endorsement. The HLGA serves as a link between the career officers and the political class. He (HLGA) rules the council in the absence of the political class. All the Heads of Departments channel their memorandum through the HLGA. In the process, The HLGA forwards files to the Internal Auditor for market survey and streamlining of costs.
